Tanned Legs and Other West Coast Standards

My skin is very pale.  Pasty white even.  I’ve always been dappled with freckles, but they have begun to fade in recent years, leaving me even more white.  
I burn.  Just 10 minutes in the sun is all it takes.  My skin has red patches every summer, no matter how hard I try to take care of my skin and avoid the sun.  
I look at other people’s legs in California.  The girls all get so tan.  
I used to try to tan when I was a tween.  I just got burnt.  Red, splotchy, pain.  So often I had crazy shaped burns that looked ridiculous under my leotards and tights at ballet class.  My teacher would get mad at me.  And then those burns faded right back to white.  And so I wonder…
What’s it like to be able to tan?  To have gorgeous olive skin tones that are even and healthy looking?  I don’t mind being fair skinned, but every so often I want to have sun-kissed skin in the summer….What would that even be like?
